You can easily make a bootable USB drive using these instructions: How to create a bootable installer for macOS - Apple Support

It's a bit more flexible than using the recovery partition, in my opinion. You get access to the same Utilities, but without having to download the macOS every time you need to restore the system. To boot from the USB drive use these instructions: https://support.apple.com/en-ca/HT202796

In addition, as your laptop is a 2011 model, I'd recommend using one of the previous macOS versions (say, El Capitan or Sierra), instead of High Sierra. You'll have to make a bootable USB drive for that particular version of macOS, then.

Also, take note that a Time Machine backup made using High Sierra won't work with previous macOS versions, so be extra careful in this regard in order not to lose data.

To do a recovery book you can follow the directions at About macOS Recovery - Apple Support

Personally I suggest instead of doing that you use the program created by Etresoft, a frequent contributor. It will provide a snapshot of your system which we can analyze to possibly determine the cause of your problem. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
