If your iPhone is disabled, see the instructions in this support document to enable it, If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
If the phone is not disabled, but your Apple ID is, then see this, If your Apple ID is locked or disabled - Apple Support
What exactly are you seeing on the screen?

::sigh:: For people who refuse to read messages before posting a new request that duplicates what has been asked and answered over 100 times, see this Apple support article—>If you’ve forgotten the passcode for your iPhone, iPad or iPod touch, or your device is disabled – Apple Support
See the post immediately above yours, or this one which says the same thing—>If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support along with it’s matching Apple support video:
Actually there have been lots of people here and the Apple Recommended at the top of this thread gave you your answer: If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
Sorry, but there is nothing you can do without a computer. Either go to friends house where they can use a computer with iTunes or schedule an appointment at your Apple Store Genius Bar where they can help you.
To enter restore mode press and hold the power button and home button for 15 secs ( for iPhone 6s and below ),
if you have an iPhone 8 and above follow this
For iPhone 7
3.Press and hold down the volume down button on your iPhone 7.
4.Plug your iPhone 7 into your Mac or Windows PC and make sure iTunes is running.
I am sorry that i must write very long as i don't know what iPhone model you have. :(
. Connect your phone to a computer use iTunes to restore
. If you have a 6S and below hold the power and home button for 15 secs.
. For iPhone 7, iPhone 7 Plus, and iPod touch (7th generation): Press and hold the Top (or Side) and Volume Down buttons at the same time. Keep holding them until you see the recovery mode screen.
. iPhone 8 or later: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the recovery mode screen.
. If the screen show a compute and a lightning cable and a link saying, Apple support/restore that means your phone is on restore mode
. The PC should prompt a message on iTunes saying, do you wanna restore or update or cancel process press restore.
. Very soon your phone is on the way to restore.
Note: I am sorry to send a long composition like message as I don’t know which iPhone model you have. :(
If your phone is disabled then you will need to restore your important data from your backup. Click on the blue link in the response marked Apple Recommended near the top of this thread.
The link in the Apple recommended post on the first page has the directions. You have to restore it in iTunes. You then can recover your data using your iTunes or iCloud backup.
Click on the blue-text link in the Apple Recommended post at the top of this page.
