If your iPhone is disabled, see the instructions in this support document to enable it, If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

If the phone is not disabled, but your Apple ID is, then see this, If your Apple ID is locked or disabled - Apple Support

What exactly are you seeing on the screen?

To enter restore mode press and hold the power button and home button for 15 secs ( for iPhone 6s and below ),

if you have an iPhone 8 and above follow this

  1. If iTunes is open on your Mac or PC, close it.
  2. Plug your USB to Lightning cable into your computer.
  3. Plug your USB to Lightning cable into your iPhone.
  4. Open iTunes.
  5. Press and release the Volume Up button and then the Volume Down button. Then, press and hold the Side button until you see the recovery mode screen.

For iPhone 7

  1. Turn Off your iPhone 7 if it isn't off already.
    1. Press and hold down the On/Off button on the right side (iPhone 6 or later) or top (all other iPhones) for 3 seconds.
  2. Swipe the slide to power off confirmation slider to the right.

3.Press and hold down the volume down button on your iPhone 7.

4.Plug your iPhone 7 into your Mac or Windows PC and make sure iTunes is running.

  1. ( for all iPhones ) iTunes should prompt a message that do you want to either update, restore or cancel restore process. press restore soon you need to go through T&C's of the iOS software very soon you iPhone may restore.

I am sorry that i must write very long as i don't know what iPhone model you have. :(

. Connect your phone to a computer use iTunes to restore

. If you have a 6S and below hold the power and home button for 15 secs.

. For iPhone 7, iPhone 7 Plus, and iPod touch (7th generation): Press and hold the Top (or Side) and Volume Down buttons at the same time. Keep holding them until you see the recovery mode screen.

. iPhone 8 or later: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the recovery mode screen.

. If the screen show a compute and a lightning cable and a link saying, Apple support/restore that means your phone is on restore mode

. The PC should prompt a message on iTunes saying, do you wanna restore or update or cancel process press restore.

. Very soon your phone is on the way to restore.

Note: I am sorry to send a long composition like message as I don’t know which iPhone model you have. :(
