Having problems with Safari and Bill pay portions of sites

I have MacOS High Sierra - version 10.9.5. Have installed all compatible updates - this has recently started happening. I can surf all sites without problems but when I get to the payment section it does not allow to complete sale. Has happened on multiple sites.

macOS High Sierra is 10.13.5 as of today. 10.9.5 was a version of Mavericks.

Which version to you really have? Find from Apple menu item "About This Mac".
