If you're sure that your payment information are correct, contact iTunes Store Support and explain your problem.

Well, some of them were able to remove / change their payment method, so the problem was solved directly, but some had to contact iTunes Store, and they got help from there.

Yes but it says my payment info is incorrect. I even tried to remove my information but it still asks for billing info.
