What if my old carrier refuses to unlock my iphone?

I purchased an iPhone 7 Plus through T-mobile when I had service through them and decided to go with a cheaper better service alternative. However, T-mobile refuses to unlock the iPhone, even though it was paid off. How can I get my phone unlocked so that I can use it on my current carrier.

Thank you to everyone who responded to this. I will keep trying with T-mobile. And as far as skipping out or owing them money, I have a zero dollar remaining balance with them, I only cancelled the account because someone opened two new lines on the account while I was out of the country and they would not do anything about it. I have paid everything that I owe them.
