I can’t save files “on my iphone”

The files app doesn’t let me save, move or create folders on my iphone section, only oneDrive and iCloud...

Why can’t I open iCloud files on my iPad I have used the files app on my iPad for some time now without any problem but for some reason I am unable to open files now. I can see them there but if I attempt to open them I receive a message telling me “unable to open....”. I have 3 gb of space available on it so memory shouldn’t be an issue.
