iPhone doesn't get to Recovery-mode

Apple support was very helpful. However, what if my iPhone never gets to the recovery-mode screen as noted in step 2? I continue to press and hold the two buttons, but instead of going into recovery, my iPhone goes back to "iPhone is disabled connect to iTunes". And iTunes shows this error message on my computer screen:

It's a vicious cycle of getting nowhere.
