iBooks not syncing to iPad?

I have a bunch of iBooks in my Cloud library, including a number of PDF's that I've manually uploaded. When I open iBooks on my Mac, they're all there. When I open iBooks on my iPad, it only sees a few of them, mostly purchases. I cannot figure out how to get the iPad to sync.

MacBook Pro, macOS Sierra (10.12.6), iPhone X, iPad Air, iPod, iPod Nano

I just answered my own question. iBooks was turned off in iCloud settings. Doh!
