iCloud Photo Sharing

People are sharing their iCloud albums with me, and I can see the albums but there are no pictures in them. I know there are pictures in the shared album because other people see them. Is this because my phone is out of storage? How can I see the pictures in these albums? This is a screenshot of one of the elders. your phone is nearly dead (12%) plug it in and keep it powered and on WiFi overnight and see if the photos download
