iCloud set up glitch on iPad

When I attempt to set up iCloud (after setting up the new iPad), it says:

Apple ID Required

Please sign in with your Apple ID in Settings.

I touched Settings, then the app crashes and returns to the home screen. Is their any fix?

iPad (5th generation)-OTHER, iOS 11.4.1

Apple ID and iCloud problems Apple ID seems active when I put new iPhone XR down when still active and when I go to home screen I get notice I must again enter Apple ID Password. This happens intermittently. Also when I try to update Apple ID it just spins continually and doesn’t complete. I don’t have another Apple ID. I bought this new iPhone and transferred information from iPhone 6s via iCloud. Have contacted Apple but no response yet. Read all searches about what may be wrong but nothing works. Apps still loading/constant request for Apple ID Password Trying to switch to new iPad 6th gen. Backed up my old iPad on iTunes. Both keep asking for AppleID Password over and over. Apps still on loading after 24 hours. Followed directions again. Same issues. Beyond frustrated wasting second day of my weekend.

try turning your iPad off and restarting by holding down the home key and On/Off button until the Apple logo comes on and goes away the restart normally and see if that helps
