itunes could not connect to this ipod touch. The value is missing

I bought an ipod touch for my developmentally disabled brother a few months ago. I downloaded songs onto it and gave to staff at the care facility where I asked if they could turn it on for him for a little while everyday. They forgot the passcode, I think and I finally had them send me the ipod which states this "iPod is disabled." I tried to connect it to iTunes and get the message: "iTumes cannot connect to this iPod touch. The value is disabled." I tried resetting the ipod and it won't reset. Anyone have this problem and a solution? Thanks.
