Apple TV remote won't adjust volume.

I have an apple TV, not sure generation but it's the first one that came with Siri remote I believe. I tried all the options I could find online including adding a new device where it had me hold the volume buttons, holding menu and volume up to repair the remote and power cycling it. I've tried them all in varying combinations with no luck. I have a clear view of the IR receiver, and have only had this problem with this specific TV. Wondering if anyone had any ideas on how I might be able to get the volume to work on the siri remote.

Adjust the volume

On your Siri Remote or Apple TV Remote, press User uploaded file or User uploaded file to turn the volume up or down. If the volume doesn’t respond, follow steps to manually program your Siri Remote or Apple TV Remote for volume control.

Your Siri Remote or Apple TV Remote can control volume for either your television or your receiver, not for both simultaneously.
