MacBook Pro (13-inch, 2017, 4 TBT3) keys not working. within within warranty period. authorized service centre has sent a quotation to replace keyboard

i purchased my MacBook Pro (13-inch, 2017, 4 TBT3) on december 2017 and it is still under warranty. few keys stopped working in may 2017. the nearest apple service centre is in chennai (~150km from vellore). since i did not have time i gave it to the authorized service centre in chennai on 15 th July 2018. The person who received said that there are inherent keyboard issues and this issue will be taken care of free of cost due the manufacturing quality defect issue and also the macbook is still under warranty. after 10 day so of waiting i'm getting a quotation of rs 37000. i've not replied to the service centre yet. They are citing some liquid presence in the keyboard. I'm pretty sure that is not the reason for this issue as i had taken utmost care to maintain the macbook in pristine condition. please read below link of apple keyboard service program.
