Why doesn't Documents show up in Finder window sometimes?

If I am trying to save something on my computer, sometimes I see Documents listed in Finder, on the left-side of the screen, and sometimes it is not listed. It seems to happen when I am on a web page or when I want to save something to my computer. I really would like Documents to always show up in Finder.

MacBook Air (13-inch Mid 2013), macOS High Sierra (10.13)
