Closed Captions not displaying

I'm adding some CAE-608 closed captions to a video, but they are not displaying (while in the timeline). Is this normal? Do they only display in the final exported file? Is this a bug, or am I just being stupid?

Also, is it possible to turn off auto-capitalisation for the closed captions globally? When I do it individually for each one, it applies only to that one, and that's not of much use to me.
