I have an iPhone 4s and am currently running iOs 5.4. I was going to gift the phone to my nephew and wanted to back up my apps and dat to i cloud. I open icloud.com and it tells me to update to latest iOs... I download 9.3.5 and when I click the install button in my settings it just shows the loading circle stops and the install button is unselected and the 9
3.5 iOs update won't apply.... Grrrr

If you still can't update your iP4s, you need to do it using a computer running the latest iTunes (now 12.8).
