icloud drive missing in icloud settings

Having just lost a lot of files on an external hard drive that became damaged, I thought i would be a good idea to start using Icloud Drive... I managed to set it up easily on my phone but it doesn't seem to be available on my Macbook pro.

When I click on the Apple symbol - System preferences - Icloud, there is no option to enable 'Icloud Drive'... It just lists 'Mail, Contacts, Calendars, Reminders' Etc...

I have checked if there are any updates available for my computer, there are not- currently using MacOS High Sierra. Version 10.9.5.

Does anyone have any ideas on how to resolve this?

Yes this definitely does seem to be why I don’t have ICloud Drive... but it’s now introduced a new problem....

When I go to software update, it says that high Sierra is already installed. I researched how to resolve this and did the following:

- I clicked restart computer and held down command R

- this launches a recover mode and gives the option to reinstall Mac OS, which I did

- when it had finished installing though, nothing had changed... it still says versions 10.9.5 but also says that high Sierra is already installed..

- it seems that high Sierra is installed but my computer is still running Mavericks ...any suggestions on how to resolve?
