Deleted video keeps reappearing

That may be the issue, the videos are trying to upload but since you've got no storage left they can't, and when you try to delete them, they duplicate.

Try to disable iCloud Photo Library and then re-try to delete the videos.

Just to be sure, you have emptied the Recently Deleted album (Onlangs verwijderd) on your iPhone?

Are you using DropBox or another cloud service, that might download items? Are other devices syncing with your iCloud Photo Library?

You can try deleting it from icloud.com

How do you back up your device? If it’s via the cloud or wifi syncing, I wonder if that video is reaserting itself from a backup or buffer of a backup.

similar but not the same, we once had a video on our FTP site that kept coming back after it was deleted (we called it the ghost video). As it turns out, things are only supposed to be on our FTP site for 3 days, but it needed to be up longer so someone wrote some code to bring the video back after it was deleted. so we had to deal with the ghost file for a few days until we remembered that code and got rid of it. I know your situation wont’ be the same, but given that your iCloud is out of room, but may have still tried to transfer somewhere and keeps coming back as you backup your device.

another thing could be to delete more stuff off your icloud, so the video can fully write there then be deleted from there. It may be trapped in the equivalent of a temp folder.

It's surprising that the Instagram app doesn't have a timeout mechanism to prevent this kind of issue, one week seems awfully long.
