I am attempting to convert my codes to managed distribution via the form here:
https://www.apple.com/support/itunes/vpp/
On submit, this form is erroring 403 forbidden, both to migrate my codes as well as to ask a question! No way to fill the form out as best as I can tell - and as this is where you go to ask vpp questions, I'm sunk!
I'm not entirely sure how to proceed from here - any escalation suggestions or better help contact info is greatly appreciated!
--1-- Could try tor to bi-pass your network checks. [ I doubt your network would let you any where near tor however. ]
'cause tor is going to encrypt all data from tor app to it's servers before forwarding the data on to the real internet. Your going to generate some suspicion using tor, however.
--2-- Do your work on some other network like at home.
--3-- Talk to your network engineers about unblocking access to apple's site for this web work.

Thank you rccharles. After working with support we diagnosed the issue down to what I am suspecting is my network's egress filter - the form itself works just fine.
