Try this:
Go to Settings > Sounds & Haptics. Verify that "Change with Buttons" is on.
Then, when using Maps in your car, use the volume buttons on your phone to adjust the sound volume.

I learned in my car that when Maps is giving you a verbal direction, using the volume control knob at that time controls the navigation volume.
I also have a Civic (2016) so I have some additional suggestions above and beyond what MrBill3 suggested.
When Siri is talking and providing directions, you can use ether the volume control on the steering wheel or the radio itself to adjust the volume just for Siri. Adjusting the volume when Siri is not talking will adjust the volume for whatever you are listening too. But when playing around with the volume when Siri is talking - you can adjust the volume independently of other audio sources you have.
When using maps in CarPlay tap the screen and when “options” appears choose Guidance. The other way is to tap the volume indicator and choose Guidance.
