Error 4013

Cannot Factory Reset and cannot Factory Restore an iphone 5s. Connection to updated itunes works, but after clicking on Restore and Update (the only option), I get a reboot loop and eventually it says: 'The iphone could not be restored. An unknown error occured (4013).' I have tried different usb cables, different computers, and an apple service center (Denpasar, Bali so not certified service center) and all have failed. Any ideas?
