Can't open PDF file in Google Drive that Restrict downloading, printing & copying actions on this file for commenters & viewers

I am using Google G Suite for Business and has stored the PDF file in the Google Team Drive Folder that "Restrict downloading, printing & copying actions on this file for commenters & viewers".

When trying to open the PDF file using iPad/iPhone, failed with this message "Protected file. Try opening this file in another app.".

Did anyone know how to change the iOS default PDF viewer app? or the workaround to solve this issue.
