I have ask to buy setup and I removed an app from my sons phone but it allows him to download it again because he once had it. Is there a way to block this without setting up restrictions?

No, once permission has been granted to download an app he won't need permission to redownload it
I think you should consider changing this policy. For example lets say my child starts playing a game i think is appropriate like Music.ly and then I find out they are talking to adults on it and I want it removed. I remove it and then they are able to re-download it with asking permission? How can I manage what my child is doing on their device if they can keep downloading something?
