How do I burn CD's so the songs all play back at the same volume?

Perhaps it is one of the features purged during a round of streamlining. CD burning has also been somewhat broken since 12.7.1. Is the device you're planning to play back with capable of reading MP3 or Data CDs? If so you might see if that works any better for you.

Aha, in which case the volume offset isn't stored in the tag, or cannot be read by the third party hardware, so it plays the original audio stream without adjustment. You could test an audio CD to see if it works, and if you can accept the limitation of less content per disk for more consistent volume.

It would seem that the sound check volume adjustments aren't made to the burnt tracks. You could potentially request such an option via Feedback - iTunes - Apple.

Tracks on an album don't have to all peak at the same place, or have the same average loudness. Different albums can also have different characteristics as a result of decisions made during the mastering phase.
