already in use “******-macbook-pro.local”

I'm trying to open libraries but the message "“LA” is already in use by “*******” on “********-macbook-pro.local”." Keeps popping up. I have tried restarting and uninstalling and reinstalling FCPX but this problem keeps popping up. I've checked other solutions but none of them seem to help. Hopefully, someone else knows how to fix this.

Where is the library stored? What drive? How’s it connected and formatted? What are the read/write permissions?

The library is stored on an external hard drive. The drive is connected through a usb port. The format on the drive is Mac OS Extended (Journaled). The read and write permissions are all set to Read and Write on both the library and the external hard drive.
