App Management Removed?

Is it true that mobile app management has really been removed from iTunes 12.8?


We live out in the woods, and cannot get reliable internet. We use iPhones with unlimited data and hotspots, but iPhones won't allow you to download updates that Apple has deemed too large. If we don't have app management through iTunes, we don't get updates until we head to the library up in town to use their wifi. They have really screwed us over if this is truly removed.


If it is removed, is there a way around it? I'm already irritated about not being able to use whatever earbuds I choose. This may be a deal breaker after many years of being loyal Apple customers. We may be forced to move to Android. *****, because we just bought five new iPhones for everyone in the house. I guess they have good resale value...
