I just updated to WatchOS 5 and I am not seeing Siri raise to speak as an option to turn on in the settings. I don’t recall seeing anything from Apple stating that this feature only worked on certain versions of the watch. I have a series 1.
OK, I found on this support page that it's only available in Series 3 and later:

With the latest version of watchOS and Apple Watch Series 3 or later, you don't need to say "Hey Siri.” Just hold your watch near your mouth and say what you need.
I have a Series 1 and I do not have the option to turn on the Raise to Siri. Only Hey Siri.
I’m seeing (or not seeing) the same thing: there’s no Raise to Siri option in the Settings app, only Hey Siri. I also have a Series 1.
