I've purchased the premium Oxford Dictionary app on my iPhone. However, when I try to download the app on my iPad, it does not download the premium version... I've downloaded the app by going to my "Purchased" apps page on the apple store... Is the app not transferable?

Is the Oxford app one where you do an in-app purchase for the premium features?
If so, in the app on your iPad, look for an option to "restore in-app purchases." That should do what you need.
