I just installed the new IOS 12 for my Iphone 6s, and it told me to accept terms and condition of the Icloud, but it doesnt show anything, it just hangs there with the rings spinning. I tried restarting the phone, and it didnt do anything.

Likewise. I fixed it by switching off wi-fi in Settings and then reselecting my wi-fi network. Something in the installation process seems to switch off your wi-fi connection. Once I’d reselected my network it then immediately connected and downloaded the terms/conditions.
