Can I unlock an iPhone of a deceased family member?

My brother’s passed a year ago and I want to unlock his phone for pictures and videos in his memory but I don’t have his lock code or apple id information so it’s been impossible to find someone able to do it. Anyone can help or advise me on what I can do to make that possible? Please, my family and I just want the pictures and videos to remember him
