I have an album I bought which shows as fully purchased in the iTunes site. All 13 tracks appear on my iPhone, but on my iPad only 4 songs show up available to download. The songs Are “purchased” even in iTunes on my iPad, but I can’t download them in the music app On my iPad. Thanks!
If they are explicit tracks do you have explicit music blocked on the iPad ? If not, and if they aren't showing in the Purchased tab in the iTunes Store app on the iPad for redownloading, check to see if you've hidden them from there : Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support
