For some reason I am unable to set up visual voicemail on my brand new phone. When I click on the voicemail tab the only thing it says is "call voicemail." There is no way to set it up? This worked fine on my 7 Plus I just traded in. What am I missing?
It also isn't allowing me to change my outgoing message on my voicemail. Is this a carrier issue?

Yes, it is a carrier issue, currently that phone isn't provisioned to use Visual Voicemail if the only option is to call your voicemail.
Contact your phone carrier and get provisioned and then you can set it up.
