I have selected blue for the accent color in General Preferences yet when I choose a note in Notes the accent color is orange. How can I make the selection blue? I am using macOS Mojave with the Dark Appearance on a MBP. Thanks for your help.

Apple is infatuated with that gold color in Notes. It appears to be hardcoded into the Application without any means to change it.
I won't speculate about the division of labor within the macOS project team, but I can say from observation that Apple has a user interface consistency issue between its own applications — which causes confusion and frustration.
Thanks for the quick response. Some other programmer must have worked on the Contacts app because the selection is blue.
