when I tap the share icon, the little square with the arrow pointing up, I get a list of apps I can send the photo to. The app which I downloaded from the App Store, Snapseed, is not in the list of apps with switches to enable. How can I add this app to the list of apps available for sharing with?

You can only add apps for sharing, that are fully compatible with Photos and come with a Sharing extension. For other apps do it the other way round and launch the app instead of Photos and try to access the Photos Library from the app.
