A Catch 22 problem, so angry i wonna cry

I have a macbook air 2013. I'm trying to upgrade from os x 10.8.5 to Mojave. When I press get I'm asked to verify my payment information so I press on that button and the next message saying I you need to upgrade the os in order to change payment info. I do not have any other apple products and tried to change payment info online.

MacBook Air, OS X Mountain Lion (10.8.5)
