Please also check

Settings -> General -> About. Go down the page to Operator / Carrier. Click Operator. Do you have the option to update there ? You may update through your Wi-Fi connection, I believe.

Hello, I have the same problem. I tried to reset my phone but then when i was setting it up it said unable to activate an update is required to activate your iphone.

Any way to fix this ?
