Video playback freezing in Safari

When playing videos in Safari, from any website, they freeze and will only continue playing if the cursor is moved.

This does not happen to other users who are using the same MacBook.

I have tried all instructions from a prior thread and they have not worked. Below is my EtreCheck report.
