Apple Pay pop up keeps coming back “not double tap”

every day generally in the morning since I got my iphone xs max an Apple Pay almost advertisement shows up on my lock screen. It is not me double clicking the power button. The screen is different when you double click the power button. I do have Apple Pay set up. I don’t remember ever seeing it happen on my iPhone X even after the Ios12 update

double clicking the side button ive just bought the new iphone 12 pro and am trying to use apple pay on it but when i click the side button twice, my phone just turns off. i have it turned on in apple pay settings.
