How do I do complaint about receiving email from apple support regarding purchase that I never done?

I don’t do any purchase for this tax invoice. The billing name is an unknown person to me.

It is a phishing attempt. Do not respond to, or otherwise act on the email.

You’re quite welcome. Unfortunately, such bogus emails seem to be the new normal. We have to be alert at all times.
