Screentime keeps turning off on daughter's phone

I have three kids under Family Sharing and using Screentime for the last month. The other day, my youngest deleted herself from Family Sharing. She's since been re-added but Screentime is no longer working properly. It started with Downtime turning off after I would set a time. Now, apps that I add under "always allowed" are immediately reset to the factory list as soon as I get out of that menu. Also, her "screentime" phone is actually listed as MY NAME, despite saying her own name at the top of the screen. This must be related to airdrop issue where she is listed as me (For this I have scoured her phone for some contact that has my name/icloud associated, but it doesn't change anything when I delete it).


Things I've tried: deleting her in family share and re-adding her, hard reboot on her phone, reset network settings. None of these have fixed the issue. Any ideas? Thanks!

Update: I've since delete and re-added her again. I've discovered that if I control Screentime from her phone, everything works as it should, but when I open my phone, it says Screen Time is off for her. If I turn it on, it starts the never-ending cycle listed above. Sometimes it will actually turn on, but then won't save the downtime or always allowed apps.
