I have twins whose birthday is TOMORROW! We're giving them our old iPhones and setting up Apple IDs, but nothing I do will let me create an account for the second twin. I am stressing so much because it's sunday night, we're at Universal for their birthday, and I'm locked in the bedroom pulling my hair out! This should be easy, but it's not working from my phone or laptop! 😕ðŸ˜

That's very strange. The birthdate on one Apple ID should not prevent you from creating a new one.
You would try to use different birth dates, and change them after the Apple ID is created. Make the test birth date over 13 so you can change it later.
Why not? What happens when you follow the steps to create the second Apple ID in support document you came from?
The fact they are twins has no relevance when creating Apple IDs. Though you will need different email addresses for each.
Every time I enter the information, it says the action is unavailable at this time. The only conclusion I can come to is that it's because they have the same birthday... I was able to set up twin A very easily, and immediately tried to set up twin B, but haven't been able to set up two B for over an hour. Makes no sense.
