Well I got it work by checking the box to Allow Photoshop to control this computer under the Security & Privacy setting in System Preferences. See the screen shot.

Why do you think? Could it be that it was developed years ago, and Adobe has not tested it on new Apple operating systems for years? One should always verify that their third-party software is compatible with a new operating system before upgrading:

The exclamation mark indicates some problems, and in reviewing these, it seems to be primarily that it launches, but crashes when you attempt to quit the application.

All you can do as a user is ensure that you have installed Apple's Java for OS X 2017-001. This is the legacy Java 6 support that CS5.1 requires. This has not been upgraded for Mojave 10.14 use by Apple, and may/may not work.

There are a few photo apps that fully compatible with Mojave,

nearly as capable or more so than CS5.1. One in particular

is Affinity Photo and only costs $49.99 which is several orders

of magnitude less than billions. You can download a 30 day trial

from their site and if happy, get it from the MacApp Store.

Also, more than likely, with the next macOS upgrade (10.15 whatever it may

be called) Sierra will no longer be supported for security updates.

I've been running PS CS5.1 and every so often I get the "crashed" pop up after closing. But as a whole mine fires up and runs as I need it to. Just have to deal with an occasional "crash" pop up. But I think because of some wonkiness in all apps and the fact that I am not going to spend billions in upgrading or moving into subscription versions, I am going to revert to Sierra.

"woodmeister50" Thank You! for your concern and assistance. I have been running Macs since the late 80's and will "maneuver" myself through this mine field. I have many times before. Love Parallels! I mostly run the old apps and OS's as testing and support for others that have no choice. BUT I do have friends and clients that have brand new gear and still hate the newer versions of software. So much of it is being stripped down and hobbled. And they still want a fortune because you need it. Well we don't! . . . and they don't like being forced into subscriptions and whatnot. Just above ^ there is a post where they found that if you allow PS to "control the system" in the "Accessibility" tab of the "Security & Privacy" control panel. I haven't tried it yet, but put both it and Dreamweaver in there.

Yesterday I saw that on the Quark site they make a big deal to point out that they are not subscription based. But they want a ton for an out right buy. But I found that they have a special on the App Store and organizational discounts. Now that's the way we use to do software when it worked as we needed it to before everyone got greedy.

So far the only "retro" app that really doesn't like Mojavé is older versions of Quark. Last night I officially moved back to my Sierra and while breaking in a new battery in my Macbook Pro decided that I was going to wipe the Mojavé partition and go back to Sierra on both of them.

Thanks again . . .
