menu bar not working in Mojave

After upgrading to Mojave, my top menu bar stopped working. If I click on it using any program, it always reverts to Finder's menu, and even then the menu simply doesn't respond. Even the "Apple menu icon" doesn't respond. I had to configure a special key in keyboard setup to access the menu.

MacBook Pro with Retina display, macOS Mojave (10.14), 16 GB

Try Relaunch the Menu Bar from the Terminal.app copy & paste:

killall -KILL SystemUIServer

If that does not sort it —

To trouble shoot further you can:

Try a SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches, dynamic loader cache, etc. get cleared and rebuilt.

This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

Test issue in another user (or guest user) account https://support.apple.com/en-us/HT204443

This will tell you if it a universal issue or isolated to your user/admin account.

I think I figured out the problem, but not the cause or fix:

- Login to my account. The menu works fine;

- Open Safari and make it fullscreen;

- Swipe left, back to desktop;

- Swipe right, back to Safari;

- Return Safari to windowed mode;

- Close Safari.

After that, the menu bar stops working. In my system, this works with any program, after I use fullscreen mode.
