Contacts application won't open.

I have broken the app, Contacts on my High Sierra, 10.13.6, MacBook Pro (Retina, 13-inch, Early 2015). I imported a bad .vcf contact card with 1000 phone numbers in it. Contacts will not open now and if I let it try to open all day, it slows my computer down (saying Not Responding in Force Quit). It has also affected Messages, but at least that will open.


I cannot restore the app from Time Machine, that I know of, as it gives the message: "“Contacts.app” can’t be modified or deleted because it’s required by macOS."


I've tried copying the contents of the package to another place on my computer, then tried to delete those files and folders, but it will not let me. I've even tried through Terminal, but it says the Operation not permitted.


Is there any way to roll back Contacts to a good TM **?

Thanks to my Unix engineer at work, his idea was to go to System Preferences from my computer>Internet Accounts, then turning off (unchecking) any accounts that were tied to Contacts. Once I turned off Contacts from those accounts, I was able to launch it, although it was still stuck on the bad card for a while. But after a couple of minutes of the spinning ball, it loaded and I was able to delete that card. After that, I could quit it and launch it again and it starts right up without issue, even after turning Contact back on in my Internet accounts.


One thing I did before getting a hold of my Unix engineer, was to go into Contacts via the web on iCloud. I was able to import the .vcf cards I wanted and it served my purpose, which happened to be to put a range of phone numbers into one contact card and then be able to block that contact from my iPhone contact list. I've been getting varying spoofed calls throughout the day which have the same area code and prefix, but different 4-digit numbers at the end. Since the last 4 digits changed each time, I found a forum that helped me put a range of them into one contact. However, DO NOT do this by exporting from Outlook - the .vcf file is a little different than the one for Contacts. I would also break them down by just the first of the last 4 digits so that instead of having a contact card with 10,000 work numbers, I have only 1000 per contact and create them as needed.
