It’s happening on my iPhone 8 Plus and this is my 3rd phone in the last 8 months and they are all doing the same thing. Even my boyfriend just got a new iPhone 8 plus 2 weeks ago and his is doing the same thing. Different apple IDs and different devices. It’s a software issue
I'm pretty sure this is in some way related to having the iMessages come up on my iMac as well. I had two weeks off work and no issues at all. But then back in work and using the Mac to send and receive messages and the text notification goes awry again – either not sounding at all, or sounding jittery. I don't think the two play nicely together.
I had this problem on my iPhone X for a year and half and it finally got so it was every notification. The Genius Bar tested my hardware and found no issues. After wiping my phone and restoring as new, the problem persisted. I have Apple Care so they swapped it with a brand new phone. I had to restore my phone in a specific way, so if it were something in my backup causing it, it wouldn’t transfer over. I have not had the problem since. Although, the Apple guy did mention that speakers were not as loud as they should have been on the old phone. It might have been a hardware issue they weren’t detecting. Not sure if this helps anyone much. It’s the only thing that took care of the issue for me though.
I had this issue on my iPhone 7 Plus. No software was able to correct that. I've reseted it like 10 times, changed the tones and stuff. It seems like a hardware defect, because when I switched to iPhone XS, I've never experienced that ever.
I've been following this thread for a while now to stay updated. I just wanted to mention that on a recent trip to the Apple store (for an unrelated issue with my MBP,) I asked one of the techs about this. He was very familiar with the issue and said that they sometimes have to take the phone and wipe it clean and do some sort of hard install (I forget the terms he used, but it was a procedure that could not be done by one of us...it had to be done by them.)
I haven't had as many echoing text tones lately, but it does still happen. But I have not had the procedure done by them yet.
It may sometimes happen if the phone is busy doing something else as the notification comes in; the notification chime will be played as the CPU finds time to play it.
As mentioned, it doesn't always happen, just when the phone is busy doing something else and doesn't have enough CPU to play the sound smoothly.

If your phone is experiencing those issues, I would recommend you take it in to be looked at as those issues are very definitely not normal.
Yes; this will happen in areas of weaker signal when Siri cannot make a good data connection to Apple's servers.
Try these debugging steps first:

The youtube link is exactly what happens.. although some of you experience it monthly, i experience it almost everyday. New iphone 8 in Nov 2018, 12.1.2 software. Funny thing is my wife (iphone 7 old software, 11 series) has been mocking me over this funny text echo distorition and she updated to the 12.1.3 yesterday, and wouldn't you know it son of gun this afternoon, her phone did it!!
So Definitely related to the software and yes probably demand on the cpu.. But dang its a text notification One of the primary functions of a cell phone.. Apple get this sorted out. I dont have a fix which is why I am here too..
when I bold my text on accessibility and enlarged my text it’s trend to do that. So I have to reset my settings to original to clear out all the options, that how I found out.
It s weird right ? What have to do with turn on bold text option??
I have the same problem. I have read the fix for older iPhone was to perform a forced restart. Why is Apple not given any help at all on this issue? I’m going to try a forced restart now and see if it fixes it in the next few days.
Which indicates it may be more of an issue with SMS notifications than iMessage notifications.
Make sure you include that observation into any feedback you send to Apple.
