I have been trying to record my voice in Garageband 10.3.1. I cannot get it to work. Also, I have been unable to use dictation in word. I have been to Sounds in the System and checked. It appears correctly set up. I recently upgraded to Mojave. Oddly enough the microphone seems to work inputting my voice into Audacity.
Which system version do you have installed? If you just upgraded to macOS 10.14 Mojave, see this document:

Mojave introduced new security features and we now need to allow applications to use the camera and the microphone in the System Preferences > Security &Privacy.

I am replying to myself, but I found the answer and have resolved this. Go to System Properties. On to 'Privacy'/microphone. Then tick allow microphone to access Garageband. Bingo.
