How do I fix a screen problem. It is either just white or vertical colored lines in groups?

I have tried turning ipad off and back on and playing with the screen settings. I can vaguely see text on the screen through the white line. If I hit the text that shows through the white thick line, the screen will respond as if it is not there. It is just extremely annoying to be able to see the full screen clearly. Any idea what this is and how you fix it?
