Reinstalling os x

I have followed all of the instructions on wiping a used computer and reinstalling OS X. However, when I get to the part where you put in your apple id and password it says 'this is currently unavaliable. please try again later.' I have tried many times and nothing works. I cannot reach apple support because with how the computer is I can't get to my computer information. How can I get this to work as my family needs to use the computer.
