macbooks unable to update timezone on company network

our user macbooks will not update to current timezone when they return to the office and connect to the company network. they update fine on other networks. the automatic timezone option shows it is unable to connect at this time. this appears to be a firewall issue. has anyone else found a quick resolution or had to open port on their network firewall?

WiFi On is not the only requirement.

Being connected to any WiFi network is not a requirement.

Seeing a WiFi access point whose physical Geo-Coords are known to Apple is required.

Either Apple's database does not contain the location of your WiFi access point or any other AP within view or...

your Firewall may be affecting your Mac's ability to access the database of known AP's.

I didn't see anything here: TCP and UDP ports used by Apple software products - Apple Support. 427 is a location protocol port, so I doubt it handles the Location Services AP lookup.
