Apple tv volume buttons not working

Hi!

I have Apple TV 4k. The volume buttons don’t work as expected. In volume section of menu the selected option is Auto (off). I cannot set up volume neither with my remote nor with my phone.

The volume is set up fine when using airpods or airplay (from phone).

I read that there is some technology called hdmi cec that allows to pass handling signals to screen and it is a reason that my volume doesn’t work. Well, seems that my screen hasn’t this feature.

Is there really no way to make the volume buttons work? Maybe, I need to write feature request? Where to do it?

Why not to make digital signal regulation as it is made on my PC?

Control your TV or receiver with your Siri Remote or Apple TV Remote - Apple Support

This document has several paragraphs dealing with audio volume control.

The Siri Remote should do volume control over IR to the TV or receiver automatically.
If you have HDMI-CEC ‘on’ for all devices, then the volume commands can be done through bluetooth and HDMI to the receiver, if the Apple TV is connected to an AV receiver, and if supported as a feature.
You can learn the Siri Remote to do volume control over IR, when it doesn’t work automatically.

If there is no IR receptor on the other equipment to handle volume + and -, then it won’t work with that setup.

I have an hdmi monitor without cec or remote and a pair of speakers without any remote control. So my only hope would be a digital volume handling as it is made it PC, for example. No way to perform it?
